With the following settings

Make the frame layer the active layer
Preset shape tool
Circle

Line style solid
Line width 3
Choose a bright colour in foreground (you wont see this when you have
finished)
Background colour null
Draw out a circle slightly bigger than your frame
Click on the text tool
Hover with your mouse over the circle until you see an A with a curved
line underneath
Click there
Type out some words for around your frame
I used the words Paint The Town Pink
I used font Feena Casual and size 30 but you can use any font you like
Leave a gap between each sentence so that we can add an element later
When you have wrote your text and are happy with it
Go to the layer palette
Clock on the little plus side next to where it says vector 1
Then close of visibility on the ellipse layer
Layers>convert to raster layer
Move it beneath the frame layer
Paste ribbon1 from the scrap kit as new layer
Resize by 30% (smart size)
With all layers UN ticked
Add a drop shadow of your choice
Then resize again by 50%
Place the ribbon between the paint the town pink duplicating to make
more layers
In the layer palette hide all layers except the ribbons and the text
Merge visible
Rename layer text
Unhide hidden layers
Make the frame layer the active layer
Paste your tube as new layer and rename the layer tube
Add the following drop shadow
V=3
H=1
Opacity=65
Blur=8
Colour black
Now am going to leave adding the elements to you this way you can use
your own talents to make the tag your own
When you have done this add your name
Resize/crop the tag to your liking
Add your copyright information
Save tag as a jpeg and enjoy
