This tutorial was written by me using Psp8 but
can be done in other versions
The tutorial is my design and any similarity to
any other tutorial is purely coincidental.
This tutorial is a guide only.
Supplies.
I used the art of Suzanne Woolcott.
To use her art you need a licence which you can
purchase

Adorabile scrap kit by Yarrow which you can get
Here
Font of your choice I used Adinekimberg script
Let's get started
Open a new canvas 600x600 flood fill white
Rename layer background
Paste frame 1 as a new layer
Resize by 85%
With your magic wand-Mode add (shift)
Using the magic wand click inside the 3 sections of the frame (also
click inside the parts of the ribbon in the inner frame)
Selections>Modify>Expand by 3
Paste an image of your choice as new layer
Position so the parts you want showing are inside the marching ants
When happy with placement
Selections>Invert
Press delete on your keyboard
DO NOT DE-SELECT
Move the image beneath the frame layer
Layers>duplicate
Close off visibility on the duplicate layer for now while we work on
the original layer
Make the original image layer the active layer
Adjust>Blur>Gaussian Blur 7.00
Make the duplicate image the active layer
Reduce the opacity to 50%
Select none
On the frame layer add the following drop shadow
V&H 1
Opacity 50
Blur 8
Make the background layer the active layer
Paste glitter01 as new layer
Resize by 85%
Place as desired
Adjust>sharpness>sharpen more
Paste frame 03 as new layer
Resize by 75%
Click inside the circle frame with your magic wand
Selections>Modify>Expand by 5
Paste a paper of your choice as new layer
Resize by 85%
Selections>Invert
Press delete on your keyboard
Select none
Move the paper beneath the frame layer and add the same drop shadow
we used before to the circle frame layer
Make the top image layer the active layer
Paste the glitter as new layer
Move the glitter towards the left of the frame over the image
Use the eraser tool size 50 to remove any of the glitter which shows
above/below and in the middle of the frame layer
Paste again and this time move to the right of the right hand frame
with the image in and remove as before any excess

Add any of the elements you wish now. I just used a butterfly
element
Make the top layer the active layer
Paste the tube as new layer
Add the same drop shadow we used before
If happy with your tag as it is add your name and copyright
information and save your tag
