I used the fabulous artwork of Elias Chatzoudis,
You must have a license to use his work which you can purchase

Let's get started.
Open supplies in psp
Open a new canvas 600 x600 flood fill white
Rename layer background
Copy frame 2 from the scrap kit and paste as new layer
Rename layer frame
With your selection tool-
Rectangle
Feather 0
Antialias checked
Draw a rectangle over the frame as shown below

Copy and paste paper of your choice as new layer
I used paper 3
Selections>Invert
Hit delete on keyboard
Select none
Move this layer beneath the frame layer and rename fill
Make the frame layer the active layer
Again with selection tool draw out as rectangle over the frame as we did
before
Select the tube of your choice and copy as a new layer
Rename layer tube
Layers>Duplicate
Hide the copy of layer tube in layer palette
Make the original tube layer the active layer
Selections>Invert
Hit delete
Select none
In the layer palette unhide the copy of tube and drag to the top of the
layers
Using the eraser tool rub out on the copy of tube to make it look like
it’s beneath the frame at the bottom - see my example
Now make the background layer the active layer
Copy and paste another paper of your choice I used paper 2
Masks>New>From Image
Find Becky mask 038 from the drop down list
Source luminance selected
Ok
Hide all other layers
Merge visible on the mask layer
Unhide the other layers
Select the copy of tube layer as active layer
Select the elements from the scrap kit you wish to use.
Resize and place them as desired
I used the alpha to write j’taime but you can put any word or saying you
wish
Once you have all your elements as you like them
Crop and resize you tag
Add you name and copyright information
Save your tag we are finished
