Reduce the opacity on the tubes to 80%
Make the top layer the active layer

purely up to you if you wish to add this read below
Make the circle layer the active layer
With your preset shape tool
Foreground colour you can see well (choose a bright colour we wont
be having this on our final tag)
Background colour null
Draw out a circle slightly larger than the one you have already
When happy that it is placed so that the original circle is in the
centre of it
Choose your text tool
I used Ariel font
Hover over the bright circle you drew with the mouse and when you
see an A with the curved line beneath it click down with your mouse
Type out the words you want around your circle
When you apply the font go to your layer palette click on the little
plus next to your text and close of the visibility on the eclipse
layer
Convert to raster layer
Add a gradient glow to your text and the drop shadow we used earlier
Crop/resize your tag as desired
