Let's get started

And move this down to the middle right of the main frame

And place at the bottom right of the frame
You should end up with something like this
(Note I re-coloured the background just to show clearer)

Click inside the main frame with your magic wand
Selections>Modify>Expand by 5
Paste one of the papers of your choice as new layer
Resize by 70%
Selections invert
Press delete on your keyboard
Move the paper beneath your frame layer
Do-not deselect
Next paste the wire mesh as new layer
Press delete on your keyboard
Paste the tube of your choice as new layer
Place so the part you want showing is inside the marching ants and
press delete on your keyboard
Select none
Repeat this with each of the small frames
I used a different paper for the smaller ones
Add the following drop shadow to all the frames
V&H 2
Opacity 50
Blur 3
Hide the background layer and merge visible on the remaining layers
Move it to the centre of your canvas
Paste the tube of your choice as new layer
Resize if needed (I resized the tube I used by 85%)
Add a slight drop shadow
Duplicate your merged layer
On the original merged layer
Adjust>Blur>Gaussian blur
20.00
Effects>plug in effects
Toadies
Ommadawn
Change the cell width and height to 6
Effects>edge effects>enhance more
Paste the mesh wire as new layer
Resize by 80%
I then used the eraser tool to remove some of the mesh wire at the
sides. This is optional I just preferred it that way on my tag
Take one of the screws from the scrap kit
With the merged layer the active layer paste the screw as new layer
Resize by 20%
Adjust>sharpen more
Move the screw to one of the joins of the 3 frames on the right
Duplicate and place them as desired on your tag
Crop/resize your tag as desired
Add your name and copyright information
Save your tag and enjoy
