is a PTU kit so I can't share but you can purchase it

Tube of your choice. I used the awesome
artwork of Abbo Art you must have a license to use this work which you
can purchase Here
Let's get started
Open new canvas 600 x 600 flood fill
white
Rename background
We can crop after
Open frame supplied.
Rename layer frame
Resize by 80%
Use your lasso to select round the gems in the corners of the frame
(doesn’t have to be close to the gems as the black wont colourise)
holding down the shift key as you do each one
Colourise
Hue 180
Saturation 100
Select none
Using the magic wand click inside the frame
Selections>modify>expand by 5
Paste paper 5 as the new layer
Resize by 60%
Selections>Invert
Hit delete on keyboard
Select none
Move below frame layer rename fill
With the fill the active layer
Select all
Float
Effects>3D effects>cut-out
With the following settings
Select none
Make the frame your active layer again
Click inside with your magic wand
Selections>Modify>expand by 5
Paste your tube as a new layer
Resize by 60%
Move the tube so only the top half is showing inside the marching ants
at the bottom of the frame
Selections>Invert>Hit delete on Keyboard>Invert
Effects>Plug in Filters>Mura’s Meister copies
With the following settings
Select none
Move layer beneath the frame
Rename copies
Layer properties>Burn
Reduce opacity to 40%
Again make your frame the active layer
Click inside with your magic wand
Selections>Modify>Expand by 5
Paste your tube as new layer
Rename layer tube
Position and resize as desired
Layers>duplicate
Hide the copy of tube in the layer palette and move the original tube
below the frame layer and make it the active layer
Selections>Invert
Hit delete on keyboard
Select none
I added a gradient glow to the bottom tube layer but that is optional
Unhide the top tube layer and make active layer
Use the eraser tool to move any of the excess tube from the bottom of
the frame
Make the background layer your active layer
Select the dust from the scrap kit
Paste as new layer
Move to the top right hand side of your tag
Layers>Duplicate
Image
Mirror
Flip
Hide all layers except the 2 dust layers and then merge visible. Rename
layer dust
Add your name and copyright information
Now to animate!
Hide all layers but the copies and fill layers
Merge visible
Copy and paste as new animation into animation shop
Effects>Insert Image Effects
Underwater
With the following settings
Delete the first frame of the animation
and you should be left with 15 frames
Back to psp
Hide the merged layer and unhide
Background and dust layers
Paste into animation as new animation
Duplicate till you have 15 frames
Now select all on the underwater animation you did before
Copy
Select all on the background which you just fetched over from psp
Paste into selected frames
Click down with your mouse
Back into psp
Hide the background and dust layers
Unhide
Name
Copy of tube
Frame
Tube
Credits
Merge visible
Copy
Paste in animation shop as new animation
Duplicate till you have 15 frames
Select all
Copy
On the animation which has the background, dust and underwater animation
on
Select all
Paste into selected frames
DO NOT click on your mouse till you have in position
Now you can crop your image to your liking
And then for the final touch
Select all and copy the purple lightning supplied
Now paste onto your tag placing so it is coming from the hand of your
tube
Animation frame properties, change to 20
View animation to make sure it is working correctly
Now save your tag as a gif file and enjoy
